Thomas
W. (Tom) Chapman is chief executive officer of The HSC Foundation
(Health Services for Children). He joined the Foundation in 1998.
The Foundation?s mission is to facilitate access to
appropriate care and services for children with special needs and
their families in the Washington,
DC, metropolitan
area, while conducting regional and national projects with governmental,
private and philanthropic organizations.
The HSC Foundation serves as the parent organization for two
nonprofit entities: The Hospital for Sick Children, and Health
Services for Children with Special Needs, Inc. The Hospital is
licensed as a 130 pediatric rehabilitation and chronic care
facility providing developmental services; and Health Services
for Children with Special Needs is a care coordination plan
serving 2,500 SSI beneficiaries 24 hours a day, 7 days per week,
365 per year. The combined operating budget is approximately $61
million. The Foundation and subsidiaries serve the Washington
regional area. In partnership with these entities and other
community agencies and organizations, the Foundation is dedicated
to maintaining the highest standard of service while striving to
improve conditions for children with special needs. The
Foundation serves children and families affected by the full
spectrum of special needs, including physical, mental, behavioral and development.
While continuing to support direct service programs, The HSC
Foundation has also focused on broadening its work to enhance
access to high quality health services that are clinically,
culturally and linguistically appropriate for children with
special needs and their families.
Dr. Chapman received his Doctor of Education from the School of Education and Human
Development, The George Washington University, in December 2000.
He received his Master of Public Health from Yale University,
School of Epidemiology and Public Health Service
in 1971, and his Bachelor?s from St. Anselm?s College, Manchester, NH. He also attended
Boston College, School of Special
Education in 1969. He served as an
Administrative Resident at Children?s
Hospital Medical Center in Boston.
Prior to joining The HSC Foundation, Dr. Chapman held positions
as Senior Vice President for Network Development and CEO of The
George Washington University Medical Center and University
Hospital; President, the Greater Southeast Healthcare System;
President, the Greater Southeast Community Hospital; Senior
Consultant in Health Care Planning and Management, Arthur D.
Little, Inc.; Assistant Executive Director, Group Health
Association, Washington, DC; and President, Provident Hospital,
Inc. in Baltimore, MD.
Dr. Chapman, a fellow in the American College of Healthcare
Executives, serves on the boards of Clarian Health Partners,
Inc.; Eugene & Agnes E. Meyer Foundation; Kaiser Permanente;
and Academy of Health Services Research and Health Policy. He
also serves as a consultant for national and international
organizations such as The Robert Wood Johnson Foundation and the
Pan American Health Organization. He is a professor at The George
Washington University and lectures at other universities. He is
also a member of numerous professional health care organizations,
and has written several articles for professional trade journals
and business magazines.
Dr. Chapman is the recipient of the 1994 Alonzo Yerby Memorial Award, Harvard School of
Public Health, 1994; Community Leadership Award, Health Care for
All, Boston, MA; 1993 Alumni Award Merit for Innovation and
Community Service, St. Anselm?s College; 1991 District of Columbia Regent?s Award for Excellence; 1989 CEO of the Year, and AHA American
Society for Healthcare Planning and Marketing.
